The Utah legislature ratified a 3-foot safe passing of bicycles law and also funded a public relations campaign, including these TV spots, to advertise the new safe passing rule and to encourage motorists and bicyclists to safely share the road.

When MoBikeFed proposed a safe passing law in 2005, opposition from insurance companies led to the removal of the phrase that said, "but in no case less than three feet".

The problem with this is it makes enforcement of the law very subjective (and in fact that is why the insurance companies wanted the 3-foot provision removed).

MoBikeFed would like to revisit this law in the next few years to make it more enforceable. And provide funding, as they did in Utah, to actually promote compliance with the new law and enforcement of it.

But before we can do that we need to become stronger as an organization with a wider membership base.
